  on nov. 28, china longyuan power held a mobilization video conference on strengthening honesty risk control of “6.30” project. huang qun, the secretary of party leadership group and zhang yuan, the vice president addressed respectively. he shen, the leader of discipline inspection group presided over the conference.

  huang qun emphasized that at present, the company develops to a new stage. it is important for construction of honest longyuan to strengthen honesty risk control, which is also an important measure to complete “6.30” project successfully and the guarantee to promote sustainable and healthy development of the company. strengthening honesty risk control is crucial for the company to further improve development quality and profitability.

  huang pointed out that strengthening honesty risk control involves multiple departments and multiple posts. all leaders and employees shall pay high attention, insist on conforming and transparent operation, strive to prevent from honesty risk and maintain favorable image of the enterprise. we should: firstly, insist on performing duties sincerely; secondly, insist on multi-pronged approach and strengthening process supervision; and thirdly, insist on governing company according to law and persist in strict responsibility investigation. he also required, with “6.30” project implementation successfully as an opportunity, carefully implementing main responsibility of party committee and supervisory responsibility of discipline inspection commission for construction of the party conduct and of an honest and clean government, actually strengthening honesty risk control, and establishing long-acting working mechanism. the first is to implement the opinions carefully, and further increase the consciousness and initiative of duty performance. the second is to strengthen the main responsibility of party committee to implement the construction of the party conduct and of an honest and clean government, which will be implemented with achievements as the primary task of work style construction. the third is to deepen the supervisory responsibility of discipline inspection commission for construction of the party conduct and of an honest and clean government. the discipline inspection commission shall ceaselessly strengthen supervision and inspection, seriously investigate the corruption cases, and establish the responsibility system that the superior level controls the lower level, and all levels take charge of implementation.

  zhang yuan pointed out that we should normalize the bidding procedure, especially tighten the approval and operation procedure of quotation and procurement, and tighten the organization and management of bid opening and evaluation process so as to make the process normalized and in order. he required making great efforts on bid preparation, tightening bidding design and document review, strengthening bidding progress management and cost control, conducting well the market survey and bid invitation information publication for potential bidders, and improving the quality of the bidding.

  he shen stated when presiding over the meeting that each department and each unit shall carefully learn, comprehend, and deeply implement the spirits of the conference, unify ideas and actions to decision deployment of the party leading group, actually improve sensitivity and consciousness on  strengthening honesty risk control, actually implement each deployment requirement, actually improve risk control awareness and implement risk control measures, create honest project, and build honest and favorable environment.
