li enyi delivers keynote speech on "promoting wind power development and building a beautiful china"
on october 18, the "2014 sina finance energy forum" was held in beijing. li enyi, president assistant of china guodian corporation and president of china china longyuan power group corporation, attended the forum, and also delivered keynote speech on "promoting wind power development and building a beautiful china".
in his speech, li enyi indicated, at present, energy security, environmental pollution and global warming have been increasingly concerned by international community, so active promotion of energy revolution and vigorous development of new energy and renewable energy have become an important strategic choice for global countries to seek for sustainable development and foster new economic growth points. wind power, as a renewable energy featuring the most mature technology, the lowest exploitation cost and the greatest development prospects which have been recognized internationally, will inevitably become an important guarantee for the promotion of china’s energy production and consumption revolution and the implementation of strategy of building ecological civilization and beautiful china proposed in the 18th cpc national congress.
li enyi said, in recent years, under great policy support and strong promotion of global countries, the global wind power development displays several characteristics: first is that the world's wind power has maintained high-speed growth for many years; second is that asian market, led by china, has taken the lead in global wind power; third is that offshore wind power has been in scaled development stage; fourth is that wind turbine generators have stepped towards large and intelligent development; and fifth is that wind power has gradually become mainstream power supply.
li enyi indicated: wind power, as an important strategic emerging industry, has made considerable progress in china in recent years. currently, wind power has become an important part of our electric power, synchronously fostered the complete equipment manufacturing industrial chain, and also made significant contributions to the adjustment of energy structure, transformation of development patterns, promotion of energy conservation and emission reduction, and realization of sustainable development.
li enyi showed, in recent years, china guodian corporation, as a central backbone power enterprise, has always adhered to the scientific development view, vigorously developed new energy to guide enterprise transformation, achieve clean, efficient and sustainable development, and promoted energy production and consumption revolution. in the exploitation of new energy such as wind power, it has made active explorations and practices. china longyuan power, as the core platform of china guodian’s wind power development, is a professional company which is the earliest to focus on wind power exploitation and also a historical epitome of china's wind power development.
for a long time, china longyuan power has always focused on strengthening and optimizing wind power industry, and actively guided industry development direction. firstly, it has targeted world-class positioning. it is expected that at the end of this year, longyuan’s wind power installed capacity will exceed 13 million kw, thus becoming the world's largest wind power operator. since this year, we have extracted 7 elements, 23 standards and 64 indicators, in order to reach world-class enterprise and comprehensively carry out top-level design. furthermore, we have clearly established world-class management standard system and implementation roadmap, and speeded up the construction of world-class new energy listed company.
secondly, it has built up asia's largest offshore wind farm. it has initiatively developed intertidal zone and offshore wind farm (280,000kw) in rudong county of jiangsu province, and developed china’s first professional construction ship and operation and maintenance vessel. what’s more, we have mastered the core technologies for single-pile and multi-pile foundation construction, stepping out a key step for scaled development of offshore wind power.
thirdly, it has filled in the blank of low wind speed and high-altitude wind power. in 2011, we built up china’s first low wind speed project in laian county of anhui province, which has played demonstration and guidance roles in the promotion of wind power exploitation in inland regions. in yunnan, guizhou, tibet, etc., it has initiatively built a number of high-altitude wind farms, with average altitude of above 3,000m, of which: the altitude of tibet project is 4,300m, and it has conquered a lot of construction difficulties under the conditions of alpine hypoxia.
fourthly, it has successfully achieved wind power "going out." china longyuan power is the first state-owned power enterprise which has invested in overseas wind power projects. currently, a 100,000kw project under construction in canada will be put into operation soon. last september, it successfully won the bid on two wind power projects (244,000kw) in south africa, achieving another breakthrough in overseas markets.
fifthly, it has established first-class wind power technology support system. it has made full use of the important platform - "national energy wind power operation r&d center", established by china longyuan power under the authorization of national energy administration, grasped development trend of wind power technology, made great efforts to enhance wind resource assessment, micro site selection, repair and maintenance, and skills training, and guided the upgrade of industry technologies. in beijing headquarters, it has built up national wind power operation monitoring center, in attempts to carry out real-time monitoring of each of the company’s wtg in 247 wind farms nationwide. furthermore, it has initiatively popularized the regional centralized monitoring management mode in nine provinces, thus laying a foundation for the realization of unattended and fewer people duty in wind farms.
li enyi indicated: in recent years, china's wind power development has gained remarkable achievements, but as a short-time emerging industry, wind power will inevitably encounter some problems in the development, so it requires all parties concerned to jointly research and resolve: (1) wind power development depth shall be further improved; (2) wind abandonment and power restriction need to be resolved; (3) profitability of wind power is more fragile; (4) preference of output rather than quality is outstanding in wind power equipment manufacturing industry.
for the above problems, li enyi showed, it needs to further adjust and optimize energy structure, promote energy strategic transformation, and strengthen consensus and conscious action for the development of wind power, in order to achieve that by 2020, first is to promote the reform of institutions and mechanisms, and construct a reasonable market environment; second is to strengthen industrial policy support, and promote healthy and sustainable development of wind power; third is to develop wind power development plans and guide orderly development of the industry; fourth is to pay attention to wind power consumption, and take multiple measures to ease power restrictions; fifth is to enhance the quality of wind power equipment and improve industrial service system.
the "2014 sina finance energy forum", themed "road of future energy - interconnection and reform", was sponsored by sina finance, in attempts to jointly explore energy internet path under the background of energy revolution. large domestic energy enterprises, and related organizations and personnel attended the forum, such as zhang guobao, former director of national energy administration, jeremy rifkin, proposer of the third industrial revolution, relevant governmental departments, sinopec, state grid, china huaneng group, datang group, china huadian corporation, guodian corporation, china power investment corporation, and china three gorges corporation.
