during jan. 24 and 25, china longyuan power convened the second session of the second workers' representatives conference to plan the work in 2014 in beijing, made a comprehensive summary of the work in 2013 and an in-depth analysis of the situations the company is facing, and clarified the work ideas in current and future periods as well as work goals and priorities in 2014, so as to unify the thinking, build consensus and mobilize the extensive cadres and workers to strive to build a world-class new energy listed company. the general manager li enyi, secretary of party leadership group huang qun, company leaders zhang yuan, fei zhi, jia nansong, he shen, zhang baoquan and chang shihong of china longyuan power, attended the conference. li enyi made the work report and huang qun gave a concluding speech.
at the conference, li enyi firstly conveyed the spirit of the fifth session of the first workers' representatives conference for the work in 2014 of the group corporation, requested all cadres and employees in the systems of the company to seriously study and fully implement the spirit, unify their thinking and actions to meet the requirements of taking solid work of "five articles" and creating "four state powers", and make an in-depth study of the conference spirit to comprehensively improve the development quality and efficiency of the company.
the overall work ideas in 2014 and the future put forward at the conference is: earnestly implement the spirits of the 18th national congress of the cpc and the third plenary session of the 18th cpc central committee, fully carry out all decisions and deployments of the group corporation, by taking solid work of “five articles” as the orientation and aiming at building a world-class new energy listed company, lay more emphasis on strategic guidance and quality development, safety production and economic benefits, reform and innovation and science & technology support, as well as corporate culture and personnel development, and fully promote the comprehensive strength, competitive capacity and anti-risk capacity, so as to realize healthy, sustainable and high quality development.
at the conference, li enyi made a work report entitled "take solid work of five articles and promote reform and development, to create a world-class new energy listed company". he pointed out that in 2013, under the strong leadership of the group corporation’s party leadership group and the company’s board of directors, the systems of the company conscientiously implemented the spirits of the year-beginning working conference and the mid-year working conference, by adhering to taking economic efficiency as the orientation, changing of the development mode and improvement of the development quality as the main lines, and strengthening of operation and management and deepening of the reform and innovation as the focus, actively coped with various difficulties and pushed forward all work, thus maintaining a healthy, sustainable and high-quality development. the main achievements were: firstly, the situations of production and management were good; secondly, the preliminary work made remarkable achievements; thirdly, the construction advanced steadily; fourthly, management improvement were deepened continuously; and fifthly, party construction and spiritual civilization construction were further strengthened.
as regards to the priorities of the work in 2014, li enyi stressed: firstly, strengthen and refine professional management, and enhance the operational level of principal assets. strive to consolidate basis of safety, attach great importance to energy output increase, strengthen operation and management, strengthen financial management and control, and constantly improve the principal asset value creativity. secondly, increase the efforts and depth in work, and improve the development quality of earned assets. fully seize the high-quality resources, develop new markets, increase the depth of the preliminary work, strengthen meticulous management of infrastructure construction, and strengthen the construction schedule management and process control, to realize high-quality, profitable, and sustainable development. thirdly, deepen the reform of the system and mechanism, and improve the corporate management innovation capability. deepen the reform of the incentive and restraint mechanism, deepen the reform of the cadre and personnel system, deepen the reform of science and technology work system, make innovations on investor relation management, and further release the corporate development vitality. fourthly, strengthen the party building in an all-round way, and improve the working standards of the cadre team. actively carry out the educational and practice activities in the mass line, firmly make efforts to build a fine party culture and keep its organizations clean, and enhance the vitality of business growth, so as to lay a solid ideological foundation for the development of the company.
in his concluding remarks, huang qun pointed out that the world-class company should be in a leading positions in all aspects such as strategy, management, technology, efficiency and human resources, should have a say in the industry, should be the main force leading the development of the industry, should be the model learnt by other enterprises, and should have unique advantages in terms of enterprise brand, standard formulation, access to project development rights, etc., which are the directions the company strive for.
on the issue of how to implement the spirit of the conference and how to build a world-class enterprise, huang qun made four points: firstly, understand the situations, identify the orientation, and effectively enhance the sense of urgency and a sense of crisis. on the whole, the company's development faces both opportunities and challenges, and the opportunities are greater than challenges. keep a clear mind, enhance the sense of urgency and a sense of crisis, forge ahead, and work dutifully, to ensure accomplishment of all goals and tasks throughout the year. secondly, provide strategic guidance, give priority to efficiency, and endeavour to improve the quality of development. maintain high investment intensity and consolidate long-term strategic advantages. currently, the policies of the wind power industry are preferential and stable, thus offering a very rare strategic development opportunity, we should take full advantages of the opportunity and concentrate our efforts to accelerate the development of the superiority wind power industry. strengthen the responsibility constraints, and strictly implement the investment decision-making process; improve working standards, and constantly increase the depth of the preliminary work; strengthen project evaluation, and strive to improve the professional level of development; and make efforts to seize resources, and continue to optimize the layout of wind power development. thirdly, reform and make innovations, deepen management, and enhance the competitiveness of the enterprises. continue to deepen the management and improvement activities, adhere to innovation-driven development of the enterprise, and consistently improve the efficiency and level of management, and gain efficiency from the management, to optimize and configure the limited resources to the maximum extent. strengthen lean management to secure the progress and quality of products on production; deepen the benchmarking management to enhance the power generation capacity in a all-round manner; broaden the financing channels to strive to reduce the cost of capital; make innovations on the system and mechanism to release enterprise development vitality; and focus on technological innovation to lead technology upgrades in the industry. fourthly, integrate into the center, serve the overall interests, and solidly promote the party building. the team building level determines the company’s working level, the team unity and harmony determines the fighting capacity and cohesion of the company as an entire team, and the quality of working and living of the staff determines the company's long-term stability. make strict demands, and earnestly improve working style; strengthen the responsibility, and further enhance the scientific level of party building; and systematically advance to actively create a favourable harmonious and win-win situation.
huang qun requested, longyuan people cannot wallow in mediocrity and perfunctoriness, cannot rest on our laurels, and cannot stand still and refuse to make progress. we should effectively enhance the senses of mission and responsibility, spur us with the world-class ideals, demand us with the world-class standards, have the mind and ambition to make contributions and strive for success, have the confidence and pursuit of breaking the siege and attaining new high, have the determination and courage of never accepting defeat and never giving up, bravely play the leading role and scale new heights, and work together to create a new situation for the third venture of longyuan, to strive to build a world-class new energy listed company and lead the industry upgrade.
the "work report of the general manager" and the "special reports" of the relevant departments were discussed in groups on the conference, and were submitted to the presidium to be reviewed in the plenary session, andthe "work report of the general manager," "report on 2013 comprehensive plan implementation and 2014 comprehensive plan arrangements of china longyuan power", "report on 2013 financial budget implementation and 2014 financial budget arrangements of china longyuan power" and other relevant resolutions were adopted. the companies in heilongjiang, inner mongolia, jiangsu, anhui and guizhou, as well as longyuan technology company made the exchange floor. the annual target responsibility system assessments of all the relevant units in 2013 were conducted on the conference, and the annual target responsibility document in 2014 was signed. the excellent units in 2013, 2013 general manager award fund and 2013 outstanding professional cadres and outstanding employees were honoured at the conference.
