during november 14 and 15, shi xiping, chairman of the supervisory board for key large state-owned enterprises, conducted an investigation in hebei branch of china longyuan power. chen bin, chief accountant and member of party leadership group of china guodian corporation, li enyi, president of china longyuan power, and wang yuqing, deputy director of no.7 representative office of the supervisory board accompanied the investigation.
at the investigation symposium, shi had a detailed understanding of the operation and development of china longyuan power in the first ten months of this year, the progress of management improvement activity and year-end sprint work, etc. he also listened to the work report on the operation and management as well as enterprise development of longyuan hebei branch. shi indicated that, china longyuan power is the leader of china’s wind power industry, and has accumulated successful and valuable experience in new energy development over the years. china longyuan power should actively tackle various difficulties in new energy development; constantly improve development quality while expanding the scale, and make greater contributions to the development of new energy industry in china.
as for the work of the next stage, shi made three comments: first, strengthen technology research and development and optimize development quality. the selection of wind power construction resources is crucial, especially the selection of turbines. china longyuan power should increase technology investment, reasonably match wind turbines with resources, and try to unify turbines within the same area. second, follow market discipline and improve economic performance. china longyuan power should establish countermeasures for benefits, manage equipment manufacturers in strict accordance with contract requirements, ensure that projects achieve the anticipated requirements and benefits, carry out all-around management for each wind turbine, squeeze down costs, and ensure maximized benefits. third, insist on sensible development and cope with disordered competiton. the national energy structure is in urgent need of wind power. therefore, china longyuan power should highlight sensible development, actively cope with semi-market and semi-protected wind power industry, focus on maximized benefits, strengthen the communication and coordination with local government and the relevant ministries, and solve such problems as disordered wind power development and structural disequilibrium as a result of diversified investment entities.
chen bin stressed that, mr. shi chose china longyuan power for the special research to show the emphasis on new energy as well as the concern for china longyuan power. therefore, china longyuan power should earnestly implement mr. shi’s requirements. chen also made three requests for china longyuan power: the first is to work hard on accelerating development and seizing resources. china longyuan power concentrates first-class technology, talents and management of wind power industry, and is expected to become the world’s largest wind power operator next year. this is the honor of both china guodian corporation and the state. china longyuan power should constantly seize high-quality resources, and resolutely accelerate development. the second is to work hard on centralized, intensive and lean management. an enterprise’s centralized and intensive degree can embody its development level. the localized marketing management of china longyuan power is the active exploration for deepened reform. china longyuan power should make persistent efforts to boost integrated enterprise management, and achieve integrated production, overhauling, operation and development. the third is to work hard on talent cultivation and team construction. human resource is the core resource for an enterprise. therefore, china longyuan power should vigorously cultivate and encourage talents, explore into system and mechanism, form a dynamic mechanism which allows posts to be promoted and demoted, salaries to be increased and decreased, and staff to be advanced and retreated, constantly motivate subjective initiative and thus provide internal guarantee for long-term development of the enterprise.
during the investigation, shi and chen also visited china longyuan power’s pufa wind farm, learned about the real-time operation of each wind farm of hebei branch and china longyuan power through wind power production and operation monitoring system in the central control room, had a cordial talk with staff at the production line of hebei branch, and also asked about their working and living conditions. shi praised the superiority of the real-time production monitoring system, and expressed his satisfaction at china longyuan power for the principle of people oriented as well as the good working and living conditions provided for its staff.
li enyi made a comprehensive report on the operation and development of china longyuan power in the first ten months of this year, the progress of management improvement activity and year-end sprint work, etc. the report objectively analyzes the current situation of the company. li indicated that, china longyuan power has steadily advanced the work in the first ten months and continues to maintain a good development trend. in respect to year-end sprint work, li pointed out that the company will focus on “four guarantees”, namely guaranteed profits, guaranteed electricity, guaranteed production and guaranteed approval to consolidate and develop the dominant position of china longyuan power in wind power industry. in regard to the next work of hebei branch, li made the following requests: first, strengthen the efforts to solve power rationing problems, do a good job in guaranteed electricity, and ensure completion of annual production and operation tasks. second, build consensus to accelerate development, optimize wind power development layout, and reserve a batch of high-quality wind power projects for the "the 13th five-year plan". third, exert more pressure on itself, improve subjective actions, and promote the development of the company more energetically.
