  during august 6 and 9, li enyi, president of china longyuan power, researched the three regional companies in liaoning, jilin and heilongjiang. during the research, li enyi probed deeply into the production line and had detailed understanding of production running and engineering construction situations. he exchanged with leading group members of the three companies in an extensive way, and also had a cordial talk with grassroots staff.

  li enyi first visited liaoning company. after knowing the operating conditions, li enyi indicated that, the installed wind power capacity of liaoning company has reached 1 million kw after several years of rapid expansion, taking the lead in liaoning province. however, power rationing situation is still very tough. specially, the starting of nuclear power project may have an impact on wind power market. therefore, li required liaoning company to further strengthen electricity marketing, actively communicate with grid companies to coordinate with outlet lines construction and actively promote electricity assimilation so as to ensure the completion of year-end profit target. during the research, li enyi specially probed into woniushi wind farm and the reserve power station and asked about the investment and operation of the power station in detail. he also had a cordial talk with attendants on the scene and had a detailed understanding of the working and living conditions of grassroots staff. li pointed out that, we should give full play to the influence of woniushi energy storage project in the locality and strive for more electricity.

  during his research in jilin company, li enyi indicated that, the company actively copes with wind power output restriction issue and has achieved good results of year-on-year decline in rationing proportion, which is lower than the average level in jilin. in the meantime, jilin company’s total approved capacity has reached 1 million kw under competitive and struggling circumstances, by which he meant that the preliminary work has achieved remarkable results. directed at land requisition of nong’an project, li enyi required jilin company to strengthen the coordination with local government and people, strive to reduce costs and push outlet lines construction progress and thus ensure punctual operation of the project. during the research, li enyi also came to jilin changling shuanglong wind farm. he carefully examined jilin province’s grid structure chart in central control room and asked about the basic information of network transformation of the wind farm. he fully affirmed the production work of shuanglong wind farm.

  heilongjiang company was the last stop for his research. during the research, li pointed out that, heilongjiang company has reasonable project development layout with remarkable results. the company has a staff team that is capable of tough and victorious fights, and has delivered a large number of talents for china longyuan power system, thus forming a banner of china longyuan power. in the meantime, heilongjiang company is ingenious in management innovation. the “division leaders responsibility system and farm principals responsibility system under the authority of president” has achieved substantial results. directed at the characteristics of all-sided projects and large management radius, li enyi pointed out that, field management of wind farm should be strengthened by fully relying on production operation monitoring center to ensure that unit operation is not only controllable but is also well under control. with regard to biomass project, li pointed out that, we should adopt innovative way of working and try to improve fuel collecting efficiency and unit operating level so as to promote effectiveness.

  as for some common problems of the three regional companies, li enyi made the following requests: the first is to strengthen communication in three aspects, i.e. fully strengthen the communication and coordination with local governments, grid companies and branch (subsidiary) companies of china guodian corporation, take full advantage of the resources and management advantages of china guodian corporation and try to gain support and help from all aspects and thus accelerate development of the companies. the second is to be committed to innovation, deepen institutional mechanism reform and arouse staff’s subjective initiative and concern through improving various evaluation incentive systems. cadre appointment shall be bold and innovative so as to enable “those who want to fight to have the opportunity and those who are capable to have the stage”. the third is to inspire staff to offer advice and suggestions through the activity of collecting reasonable suggestions, thus forming a strong atmosphere of seeking development through the wisdom and efforts of staff, promoting the career through unity, boosting transformation development of china longyuan power and fully promoting the third start-up. the fourth is to continue to strengthen benchmarking management, find out the distance and analyze the cause for each indicator and take relevant measures as soon as possible. specially, each company should firmly grasp the principle of effectiveness first and solidify and expand the pioneering advantages in the locality. the fifth is to continue to enhance work sensitivity, improve executive ability, accelerate the pace of work, timely identify problems and distance, capture work focus, research into working tactics and methods and solve problems with wisdom. the sixth is to strengthen the construction of corporate culture, solve the problem of staff’s marriage and career, unify staff’s thought, belief and awareness and enable staff to devote to enterprise construction so as to enhance development momentum.

  during the research, li enyi also had communication discussions with relevant leaders of northeast companies of china guodian corporation, jilin branch and heilongjiang branch, and probed further into relevant issues such as development cooperation, etc. it is agreed that strengthening communication and cooperation will contribute to better development of local wind power market and mutual benefit.
