  on april 19, china longyuan power convened a video and telephone conferencing to discuss its economic activities in the first quarter of 2013. li enyi, president of the corporation, huang qun, secretary of its party leading group, and other leaders including zhang yuan, li hongmei, fei zhi, jia nansong and he shen attended the meeting. among them, li enyi made a conclusion speech; huang qun hosted the meeting; and fei zhi delivered an analysis report on the corporation’s economic activities in the first quarter of 2013.

  in his speech, li enyi pointed out that, thanks to the hard work in the past 20 years, under the leadership of generations of leading groups of china longyuan power, all the employees made concerted efforts and successfully built an internationally famous brand which has not only brought rich benefits to the investors, but also greatly contributed to the development of new energy in this country. li said: “we have reason to be proud of the achievements we have made in the past, but we cannot get carried away by them.” all the longyuan people should boost confidence, continue to work hard and venture into new businesses for the third time in order to strive for another success, added he.   

  as to what to do next, li required the whole corporation to closely follow the general thinking of “six insistings and six promotings” determined at the work conference at the beginning of the year and push all the work forward in an all-round manner. he laid special emphasis on the following three aspects: first, in terms of development, focusing on business efficiency, hard work should be done to advance the strategic transformation, constantly optimize the wind power and pv project layout, unswervingly implement the strategy of “going out”, quick the pace of the offshore wind power development, and wait for a chance to enter the gas power generation field at a proper time. he called on all the employees to work hard for the approval and operation of new projects and actively offer advice and suggestions for sake of the development of the company. second, in terms of efficiency, all the grassroots units should enhance the consciousness of market and strengthen communications with the local government and grid company to minimize the power rationing proportion, strive for power generation and guarantee that the utilization hour of wind power is not less than the local average. third, in terms of management, close attention should be paid to production safety management and carefully studying the safety features of wind power and, at the same time, strengthened efforts should be made in technological innovation, in particular the special technological transformation of improving the generation capacity; efforts should be made to reinforce the management in the earlier stage and do a better job in the preliminary work including measuring wind velocity and choosing the site for the new project to lay a good foundation for the development of the project; efforts should be made to deepen financial management, improve the level of intensive management and control, use budget management to guide the corporation’s production and operation, constantly diversify financing channels and reduce the cost of capital; and efforts should also be made to improve the reward and punishment mechanism, especially increasing rewards and penalties in these aspects related to power supply rations, preliminary development, and construction of projects, so as to create an incentive effect.

  huang qun pointed out that for the work in the subsequent three quarters of this year, emphasis should be put in the following aspects: first, all units should vie for power generation. those located in areas greatly affected by power supply rations should further improve competitive awareness, introduce the director responsibility system, and ask the employees with a better understanding of the policy, relatively high professional quality and strong working ability to specially take in charge of power brownouts while giving material incentive to those making greater contributions in this regard. furthermore, production safety can never be neglected. all the units should make further efforts in facility maintenance and actively promote the application of various technologies for increasing power generation in order to minimize the impact created by the facilities over the power generation. second, attention should be paid to making analysis and summing up experience in time. an in-depth and careful analysis is a must. all the relevant links should be subject to sophisticated, digital and standardized management; intensified efforts should be made in analyzing and collecting the data on power curve, power generation, availability and failure of the wind turbine, evaluating the project after going into operation, correctly analyzing all the data on and indicators of production and operation, constantly optimizing operating parameters of wind turbine, and accurately determining the differences in performance of different models so as to detect the problems at an earlier time and take timely measures. third, adhere to the principle of put people first and work hard to build a harmonious enterprise. thoroughly implementing the staff-benefiting project” , hard work should be done to solve the practical problems for the employees, constantly improve their working and living conditions, and establish a normal growth mechanism for their income to ensure their income and social security can grow in step with the performance of the corporation; moreover, efforts should also be made to strengthen the employees’ vocational ability construction, vocational skill training and job training so as to improve their personal quality and ability, broaden their career development channels and help them grow rapidly.       

  at the meeting, fei zhi provided a comprehensive and detailed analysis of the wind power development in this country, accomplishment of business indicators of this company and the operation of its major business segments in the first quarter of this year. furthermore, fei also came up with some measures for the improvement of operation and management: hard work should be done to increase the power generation; further efforts should be made in the development and construction of wind power projects in the areas boasting relatively rich wind resources and relatively strong ability in power consumption; efforts should be made in capital and budget management; intensified efforts should be made in claiming back the electric charge and revenue brought by cdm; efforts should be made to keep a close eye on the policies on pv and distributed energy resources and continue to run the pv projects which have been put into operation; and efforts should also be made to further reinforce the management of biomass power generation enterprises.   

  in addition, heads at deputy director or above from departments in the corporation’s headquarters and members of the leading groups of those subsidiaries located in beijing attended the meeting in the main venue; members of the leading group of those subsidiaries outside beijing and their cadres above the middle level attended the meeting in other venues via video.
