on dec. 7, qin lusun, chairman of china energy and chemistry trade union(cectu), wang shuqiang and wang xinchun, vice-chairman of cectu came to make an investigation in china longyuan power. some leaders accompanied them, including xie changjun, president and deputy secretary of party leadership group of the company, chen naizhuo, standing of china guodian corporation’s work committee, huang qun, vice-president of the company, and the leaders of china longyuan power, such as zhang yuan, feizhi, jia nansong, he shen and zhang baoquan. mr. xie changjun presided over the investigation report meeting.
in his recall of the company’s development and operation in the past 20 years, mr. xie changjun summarized the valuable experience and important enlightenment resulted from the development of new energies. he said that as of september 30, 2012, the holding installed capacity of the company had reached 11,159mw. in particular, the holding installed capacity of wind power was 9,044mw, ranking first in china and second in the world. in the first 9 months of 2012, the company had realized a total profit of 2.514 billion yuan and the net profit attributable to equity shareholders was 1.719 billion yuan of 7.5%. he pointed out that the achievement of the company was resulted from the three “insistences” as follows: first, it had always stuck to the correct development strategy and firmly grasped the first task of development; the company featured new energy field with a focus on wind power and it devoted itself to the drive of “developing new energies and building wind power brand” so as to make contributions to the china’s energy-saving and emission-reduction undertaking as well as the development of low carbon economy; second, it always adhered to human-oriented idea and continue to deepen the construction of a harmonious enterprise; the company trusted and relied on its staff completely. it carried out the action of “green care” and created the harmonious atmosphere of jointly development; third, it always insisted in democratic and scientific management so as to continuously make the decision-making process more and more scientific and reasonable. it gradually perfected the system of representative assembly of the workers and continued to deepen the publicity of enterprise’s affairs in order to enhance the enterprise’s democratic management.
at the meeting mr. huang qun introduced the basic information of the company to cectu’s leaders. he said that guided by guodian’s strategy of “greatly developing new energies and leading enterprise transformation”, the company had always stuck to the outlook of scientific development, devoted itself to the exploration of green energies, optimized energy structure, actively fulfilled its social responsibility so that it had long been the leader of chinese new energy industry and found the road to the health and sustainable development of new energies. this road consisted five aspects as follows: first, it was to greatly develop new energies and make response to the state’s energy-saving and emission-reduction policy; second, it was to deepen the upgrading and transformation of the enterprise and take the lead in the healthy development of new energy industry; third, it was to promote professional management and realize the synchronous development of scale and benefit; fourth, it was to give emphasis to the innovation of science and technology and play a leading role in the industry; lastly, it was to carry out the action of “green care” and actively shoulder social responsibility.
mr. he shen introduced the progress that had been made by the trade union in 2012. in 2012, closely sticking to the company’s central task, the trade union of china longyuan power had carefully performed its functions, spared no effort to protect staff’s legal right and benefit, substantially fortified the organizational construction of the trade union, and created a new situation of trade union’s work. in 2013, five aspects as follows would be stressed by the trade union: first, it was to maintain the staff’s sense of ownership and responsibility and build a harmonious democratic environment; second, it was to further fortify work safety and protection and create a safe and stable production environment; third, it was to try its best to carry out the project of enhancing staff’s quality and make a harmonious work environment; fourth, it was to deeply carry out the activity of providing “real, intimate and good service to the staff at root level; fifth, it was to adapt to the actual development of the company and continue to intensify the self-construction of trade union’s organization.
mr. qin lusun highly recognized various aspects of the company including its history, operation and development, and trade union’s activities. deeply impressed, he said that he had learned much from this investigation. in the past years, guided by the strategy of “leading enterprise transformation by greatly developing new energy”, the company had made solid progress against difficulties and challenges. therefore, it was worthy of being the leader and pioneer of new energy industry. what he learned from this investigation include: first, the company’s positioning was in harmony with the state’s policy. with its clear and correct positioning, it had seized the first opportunity of new energy industry and realized leap-forward development; second, the leader group of the company was resolute to make decisions in advance, grasped market opportunities properly and continuously optimized the deployment of new energy strategy; third, the company had always adhered to human-oriented idea and formed its unique corporate culture. as a result, it had walked on the road to develop new energies with “longyuan characteristics” in its optimization of energies and internal management. as to the company’s trade union work, he fully recognized the following points: first, the trade union served the overall reform and development of the company, encouraged and organized the staff to play the role of mastership so that it had united the staff and formed a combined power to develop the enterprise; second, it carried out the human-oriented idea of the company and strengthened the tie between party and administrative leaders and the mass; third, it had done a solid work of trade union’s self-construction. it continued to perfect the performance evaluation system of the trade union and fully promoted various service works so that it had built a new situation in which the staff and the enterprise developed side by side.
