record of the exploration and practice of the ocean wind power development and management model created by jiangsu ocean longyuan

  for less than 2 years since its establishment on march 5, 2010, jiangsu ocean longyuan wind power co., ltd, in the new energy development and construction field of ocean wind power, has successfully completed the construction of the 100mw capacity in longyuan rudong 32mw ocean (intertidal zone) trial wind farm and 150mw intertidal zone pilot wind farm, bringing the experience available for the construction of intertidal zone wind farm of china. the accomplishment of this result has filled up the blank left in the ocean (intertidal zone) wind farm development field and given the company the opportunity to have explored a new management model. on december 6, 2011, the exploration and practice of the ocean wind power development and management model created by the company won the second prize in the appraisal program of “national electric power enterprise management innovation results”. the company deserves this prize.

press forward in face of difficulties and dare to meet challenges

  china has rich ocean wind power resources and very large potential to develop ocean wind power and also is remarkably advantageous in the development of ocean wind power, but china still has many evitable difficulties and problems necessary to be solved: 

  firstly, high investment and high risk; in addition, there is no mature and successful experience for reference. secondly, few data of ocean hydrographic features necessary for the construction of ocean wind farms available; at present, in china, the data and materials on observation, collection of and research on tide level, tidal current, wave, sediment, oxygen content, lightning density, etc. are rare. thirdly, due to the backward technology in the manufacture of large ocean wind turbines, the ocean turbine assembly price is high and the experience in design is little and immature. fourthly, the construction of ocean wind farms is very hard and in china the routine ships, machines, materials and equipment specially for ocean wind power are short. fifthly, the engineering construction is facing many risks and the domestic wind turbine manufacturers and construction units lack the experience in construction of ocean wind power. moreover, the engineering environment for ocean wind power is more complicated than that for land wind power in technology, construction, foundation site selection, hoisting technology and even generator unit installation and maintenance operation. 

  when the company faces up these difficulties, some foreign experts speak frankly: “very hard, impossible.” however, for the wind power career of china, the company is dedicated to being the “wave rider”.

 

optimized model and innovative management

  in order to effectively enhance the development of ocean wind power and explore the new model suitable for the development of ocean wind power of china, in face of all difficulties in the construction of ocean wind power, the company has realized that, the experience from the previous development projects has been out of date and it must explore more effective and workable development management model. 

  on basis of the uniqueness, professionalism, team work, relativity, etc. of the engineering project management, the company has elaborately designed its overall target and strategic management model. its overall target comprises security, quality, progress and investment. in addition, it has established the strategic management model of “plan first, quality foremost, fund as chain and progress as soul”. 

  regarding quality management, the company has optimized its design scheme and entrusted two design institutes to design synchronously. the group has organized experts to respectively evaluate the design schemes of the two design institutes. in addition, it has entrusted the relevant research institutes to test the foundation of steel structures. 

  in respect of site management, the company addresses safety and quality firstly and effectively cooperates with supervision engineers to control construction quality. by means of strengthening construction site quantity, verifying and regulating unit price variation and fixing procedures and reinforcing variation review flow, it can effectively control engineering cost. 

  in terms of progress management, from the preparation of the construction of a test wind farm, the company will develop detailed construction plans and control and manage the progress as per annual, quarterly, monthly and weekly plans; moreover, it is specific to every tide level and wholly carries out the management under plan from macro and micro angles. via the reasonable establishment and arrangement of the construction organization, every step has reasonable construction surface and flow, making the whole process, including pile sinking, conduit hoisting and mounting, grouting, wind turbine hoisting and mounting and debugging, finally forming streamline work and greatly increasing the construction.  

  about security management, the company provides the ocean construction security knowledge training for the employees participating in construction so that they can master the knowledge about hydrometeorology, the rules and regulations to be abided by for ocean construction. on basis of the features of ocean wind power projects, it provides site workers with professional training in order to enhance their mental quality and safety skills for the work in sea wind and waves. 

  in addition, the company has organized the establishment of a series of security management and technical rules and regulations such as emergency preplan for unexpected incidents during ocean construction, regulations governing intertidal zone ocean wind power construction security and so on. on a daily basis, it collects the weather report of the local weather bureau and prepares personnel and equipment before the arrival of typhoon, cold tide, etc. and also adjusts from time to time the construction plan in order to ensure construction progress with the precondition of safety. 

  for construction price management, by means of strengthening construction site quantity, verifying and regulating unit price variation and fixing procedures and reinforcing variation review flow as well as forming internal control via listing working hours, etc., it effectively controls engineering cost, ensures project economic benefit, increases profit space and achieves the high efficiency and energy of the project.

  the company, by virtue of its research on and practice of ocean wind power development management model, keeps independent innovation and has overcome a series of difficulties. firstly, it has constructed longyuan rudong 32mw (intertidal zone) trial wind farm and on basis of the experience therefrom, has constructed successfully 150mw intertidal zone pilot wind farm, creating many leading items at home and even in the world and accumulating precious experience from the construction of the intertidal zone wind power of china and the world, finding out a way to construct wind power farms suitable for the special ocean situation along the coastline of china, indicating the firm step for the chinese ocean wind power equipment localization and ocean wind power “civilianization”, improving the capacity of china of independent development and innovation in ocean wind power equipment technology and driving the industry technology to head forward. 

  in the construction of ocean intertidal zone wind power, via the “exploration and practice of the ocean wind power development and management model”, has further decreased its engineering cost and has optimized its construction process. in the course of china to speed up ocean wind power development and for the strategy of “greatly develop ocean wind power” to be promoted from jiangsu province to every province of china with rich wind power resources, this management model must be learned by more enterprises and must be further perfected, carried forward and developed.
