on nov. 10, the signing ceremony of “technological cooperation between the chinese government and the german government - phase ii of wind power research and training program” was held in beijing. representatives from the following units attended this signing ceremony: international department of ministry of commerce of the prc, german embassy to china, german society for international cooperation, china guodian corporation, state grid corporation, ministry of education, china longyuan power, china electric power research institute, and new energy sub-committee of the supervisory committee of energy specialties teaching in vocational higher education, ministry of education. besides, zhang yuan, deputy gm of china longyuan power, also participated in the ceremony.
at the kick-off meeting of phase ii, leaders from various units recalled the works completed in phase i of the technological cooperation between the two governments and fully recognized the established achievements. in addition, they hoped that the achievements in phase i should be consolidated in phase ii. it was imperative to continue to implement fully the communication and cooperation of wind power technologies and solve the problems in the development of china’s wind power industry so as to make proper contribution to the healthy development of china’s wind power industry.
the implementation period of the technological cooperation between the two governments will last until oct. 2014. it includes aspects as follows: to carry out political suggestions and summit dialogues concerning renewable energies, implement the research and training on the application of the grid connection of wind farms, execute the training and application research on the staff concerning the operation and maintenance of wind farms, and provide vocational education platform for the staff concerning the operation and maintenance of wind farms. as the executing partner of the program, china longyuan power will cooperate with the german side in the aspects of training, communication and application research on the operation and maintenance of wind farms. it will set up new training center of wind power, build new training lecturer team and carry out training on wind power technology. it will also hold symposia on the experience concerning the design and planning of wind farm, the operation, maintenance and construction of offshore and onshore wind farm. in addition, it will conduct the application research in the fields of wind power prediction and wind farm optimization.
as a cooperation program on new energies between the two governments, the technological cooperation program between the two governments aims to improve professional and technological level of both the public and private organizations so as to promote the development of the utilization of china’s wind power. phase i of this program started officially in april 2005 and was successfully completed in oct. 2010. china guodian corporation is the chinese cooperation unit and china longyuan power is the chinese executing unit of this program. through the cooperation in phase i, both sides have set up the only vocational technological training center of wind power in domestic china, established some laboratories and facilities, such as hydraulic laboratory, pueumatic laboratory, electric laboratory, laboratory of simulation operation of entire 850kw wind turbines, training facilities for height rescue, cultivated a teaching team with high professional level, trained a thousand employees working on wind farms, held 8 advanced symposia on wind power technology lectured by german experts as well as organized 4 technological explorations and communications abroad. as a result, these have made much contribution to the great development of china’s wind power industry.
