from 9 to 10 of oct., china longyuan power held its coordination meeting on projection construction, namely the pre-arrangement meeting on projects to be launched into production in 2012 as well as the work meeting on the safe production of new energy enterprises and the meeting on the preliminary stage of offshore wind power. leaders as follows attended the meetings: xie changjun, general manager of the group corporation, huang qun, secretary of the party leadership group of the company, and other leaders including tian shicun, zhang yuan, li hongmei, fei zhi and zhang baoquan.
at the coordination meeting, project construction department of the group corporation made a report on the overall situation of 2011 project construction as well as the proposed initial plan for 2012 project construction schedule. project companies reported the progress of capital construction and their work schedule for the next step. zhang yuan gave an important speech on ensuring the completion of tasks to be launched into production in 2011 as well as the project construction schedule of 2012. xie changjun said that the main objective of this year was to ensure the successful completion and production of 2000mw wind power projects. each unit should fully study problems faced by the current project construction, actively taking counter measures so as to make all efforts to ensure the completion of tasks to be launched into production this year. five requirements on project construction for the next step as follows were put forward by xie changjun: first, it is to fully accelerate the speed of project construction and coordinate and solve various difficulties timely; second, it is to fortify the delivery of equipment supply and strictly control equipment quality; third, it is to fortify the coordination of grid transmission projects; fourth, it is to intensify the management of field construction so as to ensure safety and quality; finally, it is to widen financing channels to guarantee the supply of project funds.
at the work meeting on safe production, subordinate units made reports on field safety production of wind farms, summarizing and analyzing problems that have appeared recently in the work of safe production as well as carrying out measures to fortify the work of safe production. fei zhi made an important speech on the overall situation and main problems in this year as well as on the principal works in next stage. four requirements concerning safe production as follows were put forward by xie changjun: first, it is to upgrade understanding, convert ideas and firmly set up the principle of “safety first, precaution crucial”; second, it is to fortify management, clarify aims and promote the enhancement of production management; third, it is to overcome difficulties and make progress in technology bravely so as to build the support platform of wind power technology; finally, it is to pay attention to posts and make reasonable configuration in order to store talents for the sustained development of wind power.
at the symposium on the preliminary stage of offshore wind power, ten project companies in the coastal provinces (or regions) made reports on the progress of offshore wind power and made the work schedule for the next step. four opinions concerning the development of offshore wind power as follows were put forward by xie changjun: first, it is to speed up the development of offshore wind power; second, it is to improve the risk-resistance ability of offshore wind power projects; third, it is to intensify the research of the construction technology of offshore wind power; finally, it is to actively participate in the bidding of large national chartered project of offshore wind power. at the meeting, huang qun said that since 2011 great changes had taken place in the wind power development. each unit should pay much attention to it and take active actions against it so as to ensure the completion of approved objectives in this year.
six opinions concerning the preliminary work in the future as follows were put forward by huang qun: first, it is to upgrade understanding and recognize the importance of the preliminary work from the perspective of sustained development of the company; second, it is to make plans in advance and launch the preliminary work of 2012 projects before schedule; third, it is to follow national policy closely and pay great attention to the application works that have been listed among national approval plan; fourth, it is to highly emphasize the quality and depth of the preliminary work and fortify the construction of preliminary work ability and technological level; fifth, basing on self development, it is to plan project m&a actively; finally, it is to accelerate the development of offshore wind power and consider it as an important direction of future development.
