from the 18th to 19th of july, china longyuan power group corporation limited held the conference on the analysis of the economic activities in the first half of 2011, coordination conference on project construction and symposium on financial work. xie changjun, gm of china longyuan power, attended the conference and delivered a summary speech; huang qun, secretary of the party leadership group, and other company leaders including zhang yuan， li hongmei, fei zhi and zhang baoquan also participated in the conference as well as gave important speeches.
xie changjun pointed out that in the first half of 2011, the company had made solid progress in each work, accelerated development pace remarkably and maintained good trend of production and operation so that the profit level of the company had been improved steadily, the electricity generation had been basically smooth, the development trend had gone steadily, the operation and management level had kept on improving and the ability of capital assurance and risk prevention had been enhanced further.
besides, he stressed that new situation and changes had taken place both inside and outside the company: the economic environment had been basically stable and optimistic; new adjustment of the global energy structure had appeared due to the fukushima nuclear power accident; the corporation had been confronted with new opportunities because of its “walking out policy”; nea had released the plan of the first wind power projects to be approved in “the 12th five-year plan”, which gets rid of the adverse effect resulted from the projects that had been approved and been launched into production. therefore, he hoped that company system should fully grasp these opportunities.
he put forward five requirements on the idea and arrangement for the operation in next step: first, it was imperative to fortify capital management in response to the impact of interest increase; second, it was imperative to attach importance to production management in order to promote the increase of electricity generation; third, it was imperative to stress the operation management so as to increase revenue and profit; fourth, it was imperative to reinforce the preliminary work to ensure the sustainable development; finally, it was imperative to give more emphasis on reform and innovation so that we could improve operation efficiency.
huang qun said that the present situation of wind power exploitation had never been so tough that the company had to face many problems, such as the number of the entity of wind power investment had increased, the contradictions of grid connection of wind power had become more prominent and capital cost had increased greatly. therefore, we should attach great importance to them. however, challenge and opportunity go side by side and there are more opportunities than challenges.
he emphasized that it was imperative for the company to unite as one, strengthen the confidence of development, continue to overcome difficulties, fully make use of the company’s leading advantage in the industry and reinforce the preliminary work. he put forward the following requirements: first, it was to hold the main contradiction of grid connection; second, it was to stick to the decentralized deployment and accelerate the exploitation of the wind farms with low wind speed in the inland areas; third, it was to develop small, medium and large projects together; fourth, it was to develop offshore wind power actively and stably; fifth, it was to rely on self development and fortify m&g activities; sixth, it was to mainly focus on wind power development and realize a balanced development of other renewable energies; finally, because units, such as fulin company, offered important technical support to the development of the company’s new energy, it was imperative for these units to set up an idea of serving the overall development of the company.
at the conference on project construction, department of engineering and construction, department of plan and development and other affiliated units made reports on the project constructions in the first half of 2011 and discussed problems concerning the project constructions in the first half of 2011 as well as the measures to be taken in the second half of this year. as to the company’s work focuses regarding the project constructions in the second half of this year, xie changjun put forward five requirements: first, it was to promote project progress with full effort; second, it was to fortify safety and quality management; third, it was to schedule projects reasonably and control time nodes so as to do a good work of equipment delivery and equipment manufacturing supervision; fourth, it was to do well in project handover for operation; finally, it was to make good preparations for the projects to be launched into production next year while doing a good work of the projects that had been put into production this year.
at the symposium on financial work, the financial management work of company system in recent years had been fully summarized and the achievements made by company system in recent years were recognized. at the conference, finance and ownership department of the company made reports on the check of 2011 accounting basics. after that, companies, such as shenyang longyuan wind power co., ltd., yichun xing’anling wind power co., ltd. and longyuan zhangjiakou wind power co., ltd. also delivered their speeches respectively. as to the focuses concerning the financial management in next step, xie changjun put forward four requirements: first, it was to greatly consolidate the foundation of accounting basics; second, it was to substantially enhance the enforcement of financial system; third, it was to fully improve the qualification of financial staff; finally, it was to fortify the evaluation of financial staff and communication between cadres.
