on nov. 23, the project of the evaluation of the economic effects of wind power environment, which has been implemented by china longyuan power group corporation limited(china longyuan power) and cas research center on fictitious economy & data science, has been completed and passed the inside acceptance check. it was started in may 2009 and its study has last for one year. through the monetary accounting of the external coast of coal power’s environment, it is to quantify the environmental and economic effects which are originated from the substituting for coal power by wind power. it is a good attempt of the cooperation between enterprises and research institutes, which provides an important scientific reference for enhancing the understanding of the wind power market competition, improving the price incentive mechanism of wind power and promoting the development of wind power.
its research results, consisting of policy report and technical report, not only provided technological analysis, but also the analysis on the prospect of wind power and its relevant policies. they also proposed five political suggestions including a reasonable planning of the development and utilization of wind power resources, improvement of the price incentive mechanism of wind power, enhancement of the assimilative capacity of the grid, improvement of the technological level of the wind power industry and extension of the scope of the policy of investment and financing on wind power.
